Gambling Commission Introduces Stringent New Restrictions on Bonuses and Promotions

27 October 2026

Troubled by the flawed bonus and promotions landscape, UK's gaming regulator has announced major changes effective January 2024.

The Gambling Commission is placing strict new limits on the gambling bonuses and promotions that UK gamblers encounter daily.

Operators are now prohibited from bundling two or more types of gambling. No longer can players access an online casino and be inundated with combined offers tying sports betting to poker or slots. Package deals, multi-product promotions, or any offers requiring gambling across different verticals are banned. This marks the first time a regulator has forced UK operators to separate sports betting loyalty bonuses from casino rewards.

Customers continue spending heavily on VIP programmes and seasonal promotions despite economic pressures, with participation appearing increasingly problematic. Wagering requirements often force customers to gamble multiple times the value of deposits or bonuses before receiving promised rewards. The Commission found operators using excessive playthrough conditions to make breaking even nearly impossible. Players will benefit as bonus winnings are currently locked behind unreasonable barriers that must now be removed. Vague terms like "prominently displayed" proved insufficient without clear metrics - previous marketing materials lacked proper transparency.

The Commission has banned wagering requirements exceeding 5x the bonus value, affecting nearly 2 million active accounts. Following earlier controversies, this represents the most significant consumer protection measure since 2020 for UK gamblers using promotional offers. While protection language exists in current marketing and guidance, it hasn't sufficiently changed operator behavior due to weak enforcement. The core issues were product bundling and excessive rollover requirements.

Initial reforms introduced in 2020 left compliance gaps that the Commission has now addressed. The regulator acknowledged its approach to online gaming sites progressed too slowly and has implemented comprehensive changes. According to updated guidance, promotional offers "are not designed to provide guaranteed rewards - even as incentives..." This player protection focus remains central to the UK's gambling policy framework.

New rules eliminate cross-product tracking in casino bonus systems. Sports bettors won't need to accumulate activity points through slots, nor will casino players face sports betting requirements. With sports and slots promotions separated, the 2024 reforms will create safer gambling environments with less room for impulsive decisions.

The updated codes require operators to display key terms near the primary offer, not hidden in fine print. Previous shortcomings led to this stricter guidance taking effect in 2024. The regulations don't apply to physical gambling machine software.

The Commission has specified exact implementation standards. Warning messages must be immediately visible regardless of access method. Players must actively opt-in to receive bonus offers and can disable all promotions except basic account notifications.

Operators must overhaul their marketing templates and responsible gambling messaging. Terminology shifts from "consumer" to "customer" reflect the new regulations. As before, operators must balance compliance with political sensitivities around gambling reform.

Meeting the Commission's evolving standards remains essential, though now more challenging with these expanded regulatory requirements.
